Posted: 16 Aug 2012 10:54 AM PDT

These cakes and cookies look straight out of a mad scientist's laboratory, but they're actually the work of several talented bakers and artists who have come together thanks to Miss Cakehead, a freelance creative director and self-proclaimed "curator of cake and chaos."

This is the eighth year that Moscow has held the top spot, with rates having increased three percent since last year. Moscow is followed by a surprising locale: Lagos, Nigeria. Its expense is attributed to the high rate of oil industry travel to the country.
