DOHA, Qatar (AP) — As nearly 200 countries meet in oil-and-gas-rich Qatar for annual talks starting Monday on slowing global warming, one of the main challenges will be raising climate aid for poor countries at a time when budgets are strained by financial turmoil.

Rich countries have delivered nearly $30 billion in grants and loans promised in 2009, but those commitments expire this year. And a Green Climate Fund designed to channel up to $100 billion annually to poor countries has yet to begin operating.

Borrowing a buzzword from the U.S. budget debate, Tim Gore of the British charity Oxfam said developing countries, including island nations for whom rising sea levels pose a threat to their existence, stand before a "climate fiscal cliff."

Huffington Post: John McCain Softens Opposition To Susan Rice Nomination

WASHINGTON -- Sen. John McCain (R-Ariz.) said he could be convinced not to prevent United Nations Ambassador Susan Rice from taking the top job at the U.S. State Department if President Barack Obama were to nominate her for the position.

McCain previously said he would block a Rice nomination for secretary of state because of her faulty explanation for the murder of Libya Ambassador Chris Stevens and three other Americans in Benghazi in September.

"Fox News Sunday" host Chris Wallace asked McCain if there was anything Rice could do to change his mind.

Huffington Post: Chicago Announces Speed Camera Test Sites

The City of Chicago announced the locations of four intersections across the city where speed cameras will be tested.

The month long tests, being used to evaluate the technology of a previously reported two finalist vendors in the bidding process for the city's speed camera program, will begin Monday December 3rd and end on Thursday, January 3rd.

The good news for drivers is no tickets will be issued during this test period.

Huffington Post: Fiscal Cliff Talks Could Spark Stock Market Volatility

NEW YORK (Reuters) - Volatility is the name of this game.

With the S&P 500 above 1,400 after five days of gains, traders will be hard pressed not to cash in on the advance at the first sign of trouble during negotiations over tax hikes and spending cuts that resume next week in Washington.

President Barack Obama and U.S. congressional leaders are expected to discuss ways to reduce the budget deficit and avoid the "fiscal cliff" of automatic tax increases and spending cuts in 2013 that could tip the economy into recession.
